- prepare, maintain and mange all communications or documents in relation to student and faculty exchanges, study visit and the like between and among academic partners;
- review all international MOUs and MOAs for endorsement to the Academic/Administrative Council and to the Board of Trustees;
- identify, present and discuss issues to the Executive Committee (ExeCom) in relevant to international collaborations policy;
- respond to proposals referred by the Schools and Campuses on international linkages;
- provide forum, training or seminar for the development and exchange of good practices in international activities; and
- serve as liaison officer in relation to international research and academic collaborations with other agencies.
- manage the short-term and long-term overseas students' ESL course program operations;
- oversee the operations of foreign language training programs for university staff and students work in progress during program completion;
- develop and organize exchange programs for overseas students staying in the University (like exchange of cultural events, etc.)
- monitor the overall effectiveness of the language program to ensure that the guidelines are properly implemented;
- update modification in the language program and reports the outcome/result;
- recommend coordinators/assistants and teaching staff for all language programs; and,
- perform other functions assigned by the supervisors.
2nd International SDGs Bootcamp
Dr. Fernan P. Tupas and Angelica Erigne Represent NISU at the 2nd International SDGs Bootcamp
Northern Iloilo State University (NISU) – Ajuy Campus once again stood proud on the global stage as Dr. Fernan P. Tupas, Director for Communications and International Collaborations, served as a distinguished speaker and mentor at the 2nd International SDGs Bootcamp. Held from December 9 to 14, 2024, at the TAU Farmer’s Training Center in Camiling, Tarlac, this prestigious event was organized by Tarlac Agricultural University (TAU) to empower student leaders from higher education institutions across Asia in advancing the United Nations Sustainable Development Goals (SDGs).
Dr. Tupas’s inclusion as a speaker and mentor is a testament to his enduring contributions to sustainable development and his remarkable expertise in building international collaborations. Known for his visionary leadership, Dr. Tupas shared valuable insights into fostering partnerships that drive impactful projects aligned with the SDGs. His sessions not only inspired attendees but also provided actionable frameworks for initiating change in their respective communities.
Joining Dr. Tupas at the bootcamp was Angelica Erigne, a 3rd-year Bachelor of Secondary Education major in English student, who represented NISU with pride and passion. A dedicated advocate for student empowerment and sustainable development, Ms. Erigne took part in the four-day leadership program designed to cultivate skills, knowledge, and collaboration among student leaders.
The bootcamp kicked off with a strong focus on the role of student leaders in championing the SDGs. Ms. Erigne actively participated in this session, which highlighted how young leaders can act as catalysts for positive change in their communities. Through team-building activities and collaborative discussions, participants learned the value of unity and innovation in achieving sustainable goals.
The third day of the bootcamp saw the presentation of successful and impactful SDG projects. These case studies, showcasing initiatives from various institutions, provided a wealth of inspiration and ideas. Ms. Erigne, who is deeply committed to environmental conservation and quality education, engaged in meaningful dialogues with peers and mentors. Her participation in the project planning and development sessions underscored her determination to transform ideas into actionable solutions.
As a mentor, Dr. Tupas played a pivotal role in guiding participants through the intricacies of project planning and development. His mentorship sessions delved into creating sustainable initiatives that address pressing global challenges, emphasizing the importance of building partnerships and fostering innovation.
Ms. Erigne, along with other participants, benefited immensely from these workshops, particularly during the intensive project development session on the bootcamp’s final day. 2024 Inter-Regional Research Symposium
Dr. Fernan Peniero Tupas, the Director of the Communication and International Collaboration Office (CICO) of the university, recently participated in the 2024 Inter-Regional Research Symposium held in Bangkok, Thailand last November 20-23, 2024. During this event, Dr. Tupas presented a research paper titled "Level of Stress-Related Issues and Coping Mechanisms: An Experience of University Students in HyFlex Learning." In addition to his presentation, Dr. Tupas gained valuable insights into the dynamics of international collaboration among ASEAN nations and neighboring countries. His engagement at the symposium enhanced his understanding of key topics such as student mobility, transitional support for students, and broader international collaboration initiatives. This experience not only contributed to his professional development but also positioned him to enrich the university's initiatives in fostering international partnerships and enhancing student experiences in a global context.

Magcalas, Chairperson of the Secondary Education Department, is representing us with pride. Dr. Magcalas's presence is pivotal for seeking collaborations as the Bachelor of Secondary Education reaches Level 3. They visited the Institute of Pendidikan Guro Campus (Malaysian Teachers Education Institute) in Pinang, Malaysia.
A special mention to Dr. Fernan P. Tupas, Professor VI at NISU, and a Visiting Fellow at SEAMEO RECSAM, Penang, Malaysia who is one of the esteemed speakers at the event. His workshop on the STEAM Approach to teaching microorganisms, focusing on bacteria and viruses, has garnered enthusiastic participation with nearly 50 attendees.
Dr. Tupas emphasizes the importance of expanding learners' knowledge using innovative methods, such as local materials and technology, to create models of these microorganisms. His vision of integrating the STEAM Approach into science education is making significant strides, and we are grateful for the opportunity provided by SEAMEO RECSAM.
Bridge Fellowship Program offered by the Japan Society for the Promotion of Science (JSPS).
Dr. Fernan Peniero Tupas of Northern Iloilo State University, Ajuy Campus, is a recipient of the prestigious Bridge Fellowship Program offered by the Japan Society for the Promotion of Science (JSPS). He is set to conduct his research at Hokkaido University of Education (HUE), Hakodate Campus, from September 1-30, 2024, under the guidance of Dr. Toshihiko Matsuura. Dr. Tupas' research project focuses on the STEM approach in early childhood education, specifically in the context of ocean literacy. This innovative study aims to explore how integrating science, technology, engineering, and mathematics can enhance young children's understanding of ocean ecosystems and promote sustainable practices regarding marine environments. In addition to his research, Dr. Tupas will present his findings at the 74th Society of Japan Science Teaching, hosted at Kyukuko University in Shiga, Japan. This opportunity allows him to engage with fellow researchers and educators, share insights on his work, and contribute to ongoing discussions about effective science teaching methodologies in Japan and beyond. Through this fellowship, Dr. Tupas not only advances his research but also strengthens international collaboration and exchange of ideas in the field of education, particularly regarding the critical theme of ocean literacy.

UKI “ka” NISU: A SEA Teacher Project Batch 10
This collaboration aims to support the vision of Northern Iloilo State University (NISU) to become globally recognized in terms of mobility programs and international collaboration. This is made possible by the leadership and support of Dr. Bobby D. Gerardo, the dynamic president of NISU.
