Northern Iloilo Polytechnic State College Concepcion Campus was formerly known as the Concepcion School of Fisheries which was born on June 3, 1966 through the effort of the late Speaker Protempore Jose M. Aldeguer under R.A. No. 4848.
The school started the operation on July 3, 1967, under the supervision and administration of the first Principal of the school, Mr. Cristeto M. Baylon. A year after, in 1968, the school acquired lot donation from the Municipal Council, Mr. Demetrio Patriarca and Mr. Domingo Celestial, and expropriated for the lot of Mrs. Victoria Leonidas, Mr. Teofilo Leonidas, and Mrs. Francisca Vd. De Aspero. The construction of building started in the same year.
In the SY 1970-1971, the school buildings were finally finished and the classes were transferred from the municipal office to the new site at Commandancia. This was also the year of the first graduation of the school. And in 1972, the school improved the athletic ground and constructed the grandstand.
On October 21, 1974, the school was converted to Concepcion College of Fisheries due to the course offering the following year, June 2, 1975, which was the three-year-course Diploma in Fishery Technology with the enrolment of forty five (45) students. In the SY 1978-1979, the four year degree courses were offered: The Bachelor of Science in Fisheries and the Bachelor of Science in Fishery Education in three major fields of specialization: Fish Culture, Fish Capture, and Fish Processing.
The renovation of the Administration Building and the construction of the Homemaking building were all done in the SY 1989-1990. After a year, a college building was constructed through the supervision of the MPWH. The school was truly converted into a Tertiary institution named Concepcion College of Fisheries by adding two-year courses such as Food and Beverage Preparation and Servicing, Electrical Technology (E.T.) and the one-year Welding and Fabrication (WAF).
In January 1991, after the retirement of the Vocational Administrator Mr. Cristeto M. Baylon in November 18, 1990, a new Administrator in the person of Mr. Bernardo S. Buensuceso took over. And in summer 1993, Graduate Program was offered in consortium with the Aklan State College of Agriculture. On September 1, 1994, the college was converted to Concepcion Polytechnic College through the effort of Congressman Niel D. Tupas under R.A. 7801.
In the School Year 1996-1997, the school offered Bachelor of Science in Marine Engineering (BSMAR-E), Bachelor of Science (BSED) major in Mathematics, two-year courses Computer Programming and Computer Secretarial to answer the Concepcionanon's desire for education at a lesser cost. The school then constructed the school Covered Gym acquired from the CDF of Congressman Niel D. Tupas and thru the efforts of Mayor Elizabeth T. Salcedo and Vice Mayor Raul N. Banias and the Sangguniang Bayan.
On July 11, 1997, the Vocational School Administrator Mr. Bernardo S. Buensuceso retired. The school then was under the administration of Mrs. Merlinda S. Celestial designated by the CHED as Officer-in-Charge (OIC) in accordance with the pertinent provisions of R.A. 7722, otherwise known as Higher Education Act. of 1994. The school, through the efforts of the Officer-in- Charge was a recipient of the Special Skills Development Fund from TESDA, One Million pesos fund for teachers training and equipment. In the same year the school availed the Massive Training Program of the CHED and was able to send seven teachers in their field of specialization.
A year after, in January 5, 1998, an appointed Vocational School Administrator in the person of Mr. Juan A. Longno was installed. The college was then integrated with the Northern Iloilo Polytechnic State College in June 2001 under R.A. 8760. In SY 2000-2001, an additional major of Filipino in the BSED was offered.
The Concepcion Polytechnic College, NIPSC Concepcion Campus was changed to Northern Iloilo Polytechnic State College, Concepcion Campus in September 2004. Mr. Juan A. Longno, then became the College Administrator and Dr. Wenceslao Sison was the College President of the NIPSC System with seven campuses namely: Estancia, Batad, Sara, Lemery, Ajuy, Barotac Viejo and Concepcion. When Dr. Wenceslao Sison retired in 2007, Dr. Joel P. Limson became the youngest President who managed NIPSC until September 2015.
Upon the retirement of Mr. Juan A. Longno on March 30, 2012, Dr. Joel P. Limson designated a Management Team chaired by Miss Mercedita L. Leaño (Administrative officer IV) with Dr. Maribelle E. Arib (College Dean) and Mr. Johnny C. Arellado (College Registrar and Director, Planning and Development) as members.
When Dr. Joel P. Limson's two-term as College President ended in September 2015, Dr. Romy A. Billones (Vice President for Research and Extension Services) was designated as officer-in- Charge, Office of the President. Then the latter designated Miss Leaño who became Administrative Officer V as Administrator of NIPSC Concepcion Campus. Campus
In January 18, 2016, Dr. Maribelle E. Arib was designated as officer-in-Charge in the Office of the Campus Administrator by the OIC President.
After a year-long search for a College President, Dr. Ma. Theresa G. Palmares got it and dubbed as the First Lady President of NIPSC who assumed office in September 2016.
In the year 2017, NIPSC Concepcion Campus celebrated its Golden Jubilee (50th Founding Anniversary) and Grand Alumni Homecoming Reunion.
On September 2015 to September 8, 2016, Dr. Romy A. Billones, assumed as Officer-In-Charge of the Office of the SUC President after the term of Dr. Joel P. Limson. On September 9, 2017,
Dr. Ma. Theresa G. Palmares was appointed as the 4th SUC President II of the Northern Iloilo Polytechnic State College. After the 1st term of Dr. Ma. Theresa G. Palmares, Dr. Alma R. Defacto was then designated as the OIC President of the NIPSC system. After the retirement of the Campus Administrator Mercedita Leano, Mr. Johnny C. Arellado was then designated as Campus Administrator last August 6, 2019 to July 29, 2020.
On July 30, 2020, Dr. Larry B. Deysolong was designated as the Campus Administrator to steer the wheel of progress and development of the program offerings of NIPSC Concepcion Campus.
On July 1, 2021, the Board of Trustees of the Northern Iloilo Polytechnic State College, a virtual board meeting presided by the CHED Commissioner Prospero De Vera III, as Chairperson, elected Dr. Bobby D. Gerardo as the 5th NIPSC President. On July 2, 2021, the entire academic community of NIPSC welcomed Dr. Gerardo as the new College President. Among his thrusts for NIPSC is to implement strategies in the compliance of the requirements for the universityhood of NIPSC within one year of administration.
Under the leadership of Dr. Gerardo as NIPSC President, the college was subjected for the CHED Composite Team Remote Validation on February 7-10, 2022, under the leadership of Dr. Luisa Valencia, Director of Office of Institutional Quality Assurance and Governance (OIQAG) and CHED VI Regional Director Dr. Raul Alvarez, Jr. together with Congressman Mark Go-Chairman of the Committee on Higher and Technical Education. The CHED Composite Team validated the compliance of NIPSC based on the Policies, Standards, and Guidelines and other pertinent issuances through documentary analyses, interview, and ocular inspection. After which, the team deliberated on the compliance and present findings to the NIPSC community. It was followed by the official transmission of the institutional and Individual program validation reports to NIPSC. The CHED Composite Team, through the Office of Institutional Quality Assurance and Governance (OIQAG), presented the findings to the commission en banc for the decision for the granting of the certificate of compliance to NIPSC.
April 24, 2022 is the most significant date for every NIPSCian's dream becomes a reality: Northern Iloilo Polytechnic State College Concepcion Campus has been converted into Northern Iloilo State University Concepcion Campus.
On July 1, 2024 up to present, Dr. Joey S. dela Cruz was designated as the Campus Administrator to continue the progress and development of the program offerings of the NISU Concepcion Campus.
Northern Iloilo State University is an avenue in providing quality education to the Northern Iloilo and to the other neighboring municipalities. Its vision is centered not only in the entire country but in making it a globally competitive State University in Asia.
The College shall have the following goals:
- Produce human capital imbued with scientific and technological skills endowed with desirable values and work ethics;
- Provide quality education in the fields of industry, agriculture, fisheries, technology, sciences, education and other relevant undergraduate and graduate programs;
- Establish a university research culture responsive to community and global needs;
- Enhance research-based extension programs and transfer of sustainable technologies;
- Maximize productivity through efficient and effective resource management; and
- Strengthen linkages with local, national and international partner-agencies.

The Northern Iloilo State University has the following purposes:
- Provide advanced and higher education and training in the fields of industry, agriculture, fisheries, arts, sciences, education, management, hospitality & tourism, information technology, engineering, criminal justice and services as well as, continuing education;
- Promote progressive leadership in research and advanced studies in the fields of industry, agriculture, fisheries, arts, sciences, education, management, hospitality & tourism, information technology, engineering, criminal justice;
- Undertake sustainable extension activities for technology transfer and solution of social problems, and;
- Enhance its critical role in community development.
