NISU Advances Tech-Based Reading Interventions in Island Schools Through 'Pabasa sa Isla' Phase 2
 
 
GABI, CARLES, ILOILO — The Northern Iloilo State University (NISU), through its Bachelor of Secondary Education programs in English and Filipino, successfully concluded the second phase of its flagship extension initiative, Pabasa sa Isla: Transforming Reading Proficiency through Technology-Based Strategies. The program was held from July 22 to 24, 2025, at Granada National High School – Ballesteros Extension.
 
Following the success of its first phase in 2024, this three-day seminar-workshop aimed to equip teachers from the host school with practical and sustainable approaches to improve students’ reading proficiency. The training focused on differentiated instruction and technology-enhanced learning strategies. It also affirmed NISU’s commitment to addressing educational challenges in geographically isolated and disadvantaged communities through academic partnerships and innovation.
The program opened with an orientation led by Project Leader Dr. Bon Eric A. Besonia, who detailed the direction and expanded scope of Phase 2. He also facilitated the first technical session titled “Electronic Differentiated Instruction for Learner Reading Enhancement.” His session introduced adaptive reading platforms and digital tools tailored for struggling and frustrated-level readers.
 
On the second day, Dr. Mark Ronar G. Galagala conducted a session on “Creating a Technology-Rich Reading Environment.” The final lecture on the third day was delivered by Dr. Rizzamila R. Superio. Her topic, “Scaling and Sustaining Technology-Based Reading Initiatives,” emphasized long-term planning, institutional alignment, and evidence-based program management.
 
The event concluded with the awarding of certificates. Prof. Harly Israel G. Bandojo served as the master of ceremonies throughout the entire program.
NISU’s continued implementation of Pabasa sa Isla reflects its strong resolve to uplift literacy standards and educational equity through technology and community engagement.
 

On June 19, 2025, the Northern Iloilo State University (NISU) Main Campus, in partnership with the Philippine KOICA Fellows Association, Inc., organized an Adult Healthcare and Dental Program in Barangay San Nicolas, San Dionisio, Iloilo. This initiative, spearheaded by the Office of the University Extension Services, aimed to offer essential healthcare to adults in the community. A range of services, including dental check-ups and consultations, were provided to improve participants' oral health. The program highlighted the dedication of NISU and the KOICA Fellows Association to enhance healthcare access in rural areas, ensuring that residents in underserved communities to have access to quality healthcare services. The event was well-received by the local population, who appreciated the chance to receive professional healthcare, making a significant impact toward health equity in the Municipality of San Dionisio.
 
 
The event was graced by the presence of Dr. Bobby D. Gerardo, the esteemed University President of Northern Iloilo State University and Vice President of PHILKOFA for the Visayas, along with Dr. Ma. Theresa G. Palmares, Vice President for Administration and Finance, PHILKOFA Fellows.
 
The medical and dental consultations were made possible through the support of Dr. Jose Edwin B. Figura, Municipal Health Officer of San Dionisio, and Dr. Michelle Torremucha, a dental specialist. This initiative was further strengthened by the volunteers from Batch AETERNUM Medical Students of West Visayas State University, who actively contributed to the success of the program.
 

The Northern Iloilo State University (NISU), through its Office of the Extension Services, in collaboration with the Philippine KOICA Fellows Association, Inc., hosted the Smart Farming, focusing on enhancing vegetable yields and improving quality through precision farming on June 16, 2025 at the Civic Center in Batad, Iloilo. The event brought together local farmers, agricultural professionals, and community members to explore the role of technology in modern farming. The event also covered sustainable farming practices and highlighted how precision farming could boost productivity while improving crop quality. The goal was to equip local farmers with the knowledge and resources to adopt advanced agricultural techniques, contributing to both sustainability and economic growth in Northern Iloilo.

 


The Office of the University Extension Services organized the Bright Beginnings: Candle-Making for Livelihood Empowerment Program, held at Barangay Poblacion Zone III, Estancia, Iloilo, on June 4-5, 2025. This initiative aimed to empower the Adult Women’s Association by equipping them with valuable skills in candle-making, fostering both personal and community growth through new livelihood opportunities.

Conducted a Small Scale Salt Production on May 1-10, 2025 at Brgy. Tiabas, San Dionisio, Iloilo.  The project focused on enhancing production methods, promoting sustainable practices, and supporting the development of the local salt industry.


 

A Theoretical Driving Course was successfully conducted on May 8-9, 2025, at Sicogon Island, Carles, Iloilo, hosted by the Office of the Extension Services of Northern Iloilo State University (NISU) in partnership with the Land Transportation Office – Regional Office 6 (LTO RO-6). This two-day activity provided aspiring drivers with essential knowledge on traffic rules, road signs, and responsible driving practices-serving as a key requirement in the process of obtaining a driver’s license. Through its extension programs, NISU actively supports the empowerment of local residents by facilitating access to essential services and learning opportunities that can improve quality of life. In collaboration with LTO Regional Office 6, this program not only makes the driver’s licensing process more accessible but also helps instill a culture of road safety, discipline, and social responsibility among future drivers.

On April 10-11, 2025, the Office of Extension Services, in collaboration with the Land Transportation Office - Regional Office VI, hosted an impactful Theoretical Driving Course. This two-day event featured sessions led by esteemed LTO instructors, Mr. Bernard C. Bacay and Mr. Ryan John A. Apalacio, who shared their in-depth knowledge on traffic regulations, safe driving practices, and the importance of road discipline.

The Office of the Extension Services, in collaboration with the Land Transportation Office – Region 6, successfully conducted a 15-hour Theoretical Driving Course, spearheaded by Dr. Rene Jun B. Belgica, University Director for Extension Services, with the presence of Dr. Ma. Theresa G. Palmares, Vice President for Administration and Finance.
 
 
The course was facilitated by lecturers, Mr. Bernard C. Bacay and Mr. Ryan John A. Apalacio, who shared valuable insights on road safety and responsible driving.
The productive two-day session was held on April 8–9, 2025, at Brgy. San Nicolas, San Dionisio, Iloilo, with active participation from local residents. A big thank you to everyone who participated and supported the event! 🙌
