Balik Scientist Dr. Felipe Vista IV presents AI and innovation roadmap through DOST-BSP Hybrid Exit Report Presentation

 

 

Department of Science and Technology (DOST) Balik Scientist Dr. Felipe P. Vista IV presented his hybrid exit report titled “Architecting the Future of AI: Building Institutional Infrastructure, Global Alliances, and National AI Governance” on May 28, 2026 at the Research and Extension Building of Northern Iloilo State University Estancia West Campus and via Zoom.
 
Speaking on behalf of University President Dr. Raffy B. Chavez, College of Information and Computing Studies Core Faculty Dr. Bobby D. Gerardo said the university is now working toward becoming a producer of innovation instead of only using existing technology.
 
“Under Dr. Vista’s guidance, as Research Director and of course as Balik Scientist, we are transforming NISU from a consumer of technology into a producer of innovation,” Gerardo said.
 
Gerardo also explained that the university aims to develop artificial intelligence in an ethical and responsible way that will benefit Filipino communities, especially in the region.
 
 
Meanwhile, PSTO Assistant Provincial Science and Technology Director Ms. Mary Beth Garcia emphasized that the development of artificial intelligence also depends on strong institutions, partnerships, and community involvement.
 
“The journey toward advancing artificial intelligence is not about technology, but also building stronger institutions, empowering communities, and creating opportunities that benefit the nation,” Garcia stated.
 
In a separate message, DOST RDS Director Dr. Leah J. Buendia highlighted the importance of Dr. Vista’s long-term service under the Balik Scientist Program, noting that only a small percentage of Balik Scientists choose to stay long-term and help strengthen research institutions in the country.
 
Dr. Vista currently serves as the University Director for Research and Development Services, OIC University Director for Grants and Linkages, and Core Faculty member of the College of Information and Computing Studies, where he continues to lead the university’s research and innovation initiatives.
